Have they caught up to Windows 10, I mean, OS X yet?
Depends on what you mean by “caught up to.” If you meant in terms of user base and profit, well, that battle’s long been won.
Is this intended for use on home or work computers? Is that the main interface? It looks like a tablet, with a walled-garden style OS. Gee where did they get that idea? LOL
God it looks awful. Why are they making this OS? What is the vision or purpose here? Surely this is a foray into tablets and they don’t expect regular home PC’s or workstations to use an interface like that, right?

Windows 8 is being designed specifically to ensure that it can run on tablets as well as it runs on PCs and, yes, it will have “apps” in addition to traditional software.
It’s an option on PCs and Workstations. The traditional desktop model is still in place and you can run “apps” alongside standard software packages. There’s more to Windows 8 than just the Metro Interface. They’re bringing along some major enhancements to how things are done. The new Storage Spaces system is a major change in how the system views and manipulates physical storage.
Oh OK, I thought that was the only interface. So there will still be a desktop, registry, NTFS etc. underneath?
Is the storage spaces thingy a cloud service, or will there still be a local NTFS drive, or both?

You’d probably find that the Building Windows 8 blog is a much more in-depth answer to many of your questions that anything I could say. Here’s their entry on the new Storage Spaces which is a kind of storage virtualization for local drives, though they can be of different types (SATA, PATA, USB, Flash, etc.). And here’s the entry on the evolution of the Start Menu and the UI in general that you’ll probably want to check out.
By the way, here’s Gizmodo’s write up on the new Windows 8 UI. They sound quite impressed with it.
