Depending on how you interpret the verse concerning the rings, there are either 20, the common accepted number, or 22 if you follow the gnomic system of counting rings.
Three rings for Elven kings under the sky;

One for the dark lord on his dark throne.
In the Land of Mordor where the Shadows lie.

The question therefore remains, who has all the other rings that weren’t destoyed and are they trying to create “ring fusion”, the limitless source of energy that will will free all the peoples of middle Earth from unscrupulous fraudulent weilders of magic power who presently hold a monopoly of energy creation.
EyesOnly, that’s just a red herring. Those other rings never existed – they are only designed to distract us from the question: How did the CLAIMED presence of weapons of magic destruction at Mount Doom suddenly turn into an attack on Barad-dûr?
You go and ask the Council of Elrond THAT. I mean, Gandalf’s PowerPoint on the matter was rather unconvincing in retrospect, wasn’t it? But everyone just bought it at the time, and the doubters were just castigated as Un-Elven.
